The Town Assessor is one of the most important positions in local government. This role determines the assessed value of every home, which directly impacts property taxes.
Swampscott eliminated its full-time assessor and outsourced assessments to a private company
Without consistent, local oversight, property values have not kept pace with true market value
When values aren’t accurate, the burden falls unfairly on taxpayers
There is no equity in tax rates—only equity in property values.
A Better Approach
Swampscott needs a full-time, designated Town Assessor who understands our community and housing market.
A dedicated assessor would:
Ensure homes are assessed at full and fair market value
Create consistency and transparency in the assessment process
Allow the Select Board to set the lowest possible tax rate
Address long-standing issues within the Assessor’s Office in a measurable way

State regulators have made it clear: Swampscott needs a qualified assessor in place. Restoring this position is not just good policy—it’s a necessary step toward fairness, accountability, and long-term financial stability.
